This is a one-year master regulatory and management planning project for the industrial park, with its major objectives on：completing functional inspections of twenty wastewater treatment plants of major industrial-parks’ special-purpose sewer systems according to the Water Pollution Control Act, and the contents of permit and DMR； enhancing data assessing mechanisms for the industrial-park water pollution managing system, and providing suggestions for the permit application forms and the DMR reporting forms for industrial park; giving suggestions regarding the expert reviewing system and the supplemental environmental project for the inspection/enforcement procedure；assisting the TEPA to establish the instruction manuals regarding how to drive up water pollution control measures according to the Water Pollution Control Act；and other administrative assistance works including six different kinds of works. This project has accomplished the following outcomes：(1)assisting verification of the management type of industrial parks and completing functional inspections of twenty wastewater treatment plants of industrial-parks’ special-purpose sewer systems and tracking the improvement of those industrial parks(2)enhancing functions of the water pollution managing systems and assessing data of permit/DMR of industrial parks in seasonal intervals(3)gathering and studying the newest regulations and application forms about the content of permit and DMR of USA, Japan and UK, and give suggestions of the permit application forms and the DMR reporting forms for industrial parks(4)studying the expert reviewing system and the supplemental environmental project of the inspection/enforcement procedure in USA,UK and GERMANY if adopted in Taiwan, and completing the bylaw and the scenario analysis of the suggestions(5)offering the instruction manuals regarding how to drive up water pollution control measures according to the Water Pollution Control Act(6)other administrative assistances
